Section 27
Canon XXVI. And if one has been ordained as bishop and does not instruct nor think concerning the people who have been given to him, let him be removed until he learn to instruct. And the same in reference to an elder and a deacon. But if he has advanced in his instruction, and the people do not receive him, and this not on his account, but on account of the people, let him remain bishop, but the clergy of this city shall be removed, because they have not admonished the people.
